xl is still too small

Appearance is normal for a life vest but the whistle attached is of poor quality and not working. Suggest you buy a better one to attach to it or the manufacturer do a better job by attaching a functiinal whistle. I think a working whistle is important in case of emergencies. In terms of sizes, it is always better to get one size bigger, meaning if you wear size L for your t-shirt, buy an XL for your life vest. Hope this helps.
